Sorry but that is no longer true for Rockland County since towns such as Clarkstown and Orangetown now have resident only laws in place for their parks also.
If you want to pay $25 for an adult day pass or $250 for a year (kids prices are a little less), Orangetown will let a non resident use their parks.
